Heat olive oil in a large paella pan over medium heat until shimmering.
Sauté chopped onion, garlic, and bell pepper until softened, about 5 minutes.
Add diced tomato and cook until the mixture thickens, about 3-4 minutes.
Stir in Bomba rice and cook for 2 minutes to toast the grains.
Add saffron, paprika, and fish stock, stirring to combine.
Bring to a simmer and cook without stirring for 10 minutes.
Arrange seafood mix on top of the rice, pressing it gently into the liquid.
Reduce heat to low, cover, and cook for an additional 10-15 minutes until rice is tender and liquid is absorbed.
Remove from heat and let rest, covered, for 5 minutes.
Garnish with peas, lemon wedges, and chopped parsley before serving.
