Turn on the Instant Pot and set it to the sauté setting.
Add 2 tablespoons of oil to the Instant Pot.
Cut 8 boneless chicken thighs into pieces and add them to the pot, frying until no longer pink.
Remove excess liquid from the pot after cooking the chicken.
Julienne 1 cup of carrots using a julienne gadget or knife.
Peel and mince 1 tablespoon of fresh ginger.
Mince 4-5 garlic cloves and have them ready.
Add the julienned carrots, minced ginger, and minced garlic to the cooked chicken in the pot.
Add 1/2 of a red bell pepper and 1/2 of a yellow bell pepper, cut into thin strips.
Pour in 3/4 cup of chicken broth and 3/4 cup of soy sauce.
Add 3/4 cup of brown sugar and 1/2 teaspoon of red chili flakes (adjust for heat preference).
Add 2 tablespoons of sesame oil and 1 tablespoon of garlic powder to the mixture.
Stir all ingredients to combine well.
Seal the Instant Pot lid and ensure the vent is closed.
Set the Instant Pot to cook for 5 minutes, which will take about 7-8 minutes to come to pressure.
Once the timer goes off, allow the pressure to naturally release for 10 minutes.
After 10 minutes, manually release any remaining pressure by pushing the knob down.
Open the lid carefully, facing it outward to avoid steam.
Prepare a slurry of cornstarch and water to thicken the sauce if desired.
While the chicken is cooking, prepare the rice by combining 1 cup of jasmine rice, 1 cup of water, and 1 can of coconut milk in a pot and cooking it according to package instructions.
Add broccoli, red cabbage, and green onions to the bowl for serving, along with cashews if desired.
