Dice celery into small pieces.

Add peas and carrots to the bowl.
Season with black pepper, sweet relish, garlic powder, paprika, and seasoned salt.
Add mayonnaise and yellow mustard to the mixture.
Add salt to taste, mixing and tasting as you go to adjust seasoning.
Add more mayonnaise for creaminess as desired.
Add a little bit of sugar to enhance the flavor and mix well.
