Measure out 1 cup of rice flour and 1 cup of tapioca starch.
Add 2 cups of room temperature water to the flour mixture.
Boil 2 cups of water in the microwave and add it to the mixture.
Stir the mixture until well combined and let it cool down.
In a pan, heat 2 tablespoons of oil and sauté chopped sweet onion until caramelized on high heat.
Add 1 tablespoon of minced garlic to the caramelized onion and stir quickly to avoid burning.
Add in your choice of protein (pork, chicken, or tofu) and sauté.
Season the mixture with 1.5 tablespoons of fish sauce, 1 teaspoon of black pepper, and 1 teaspoon of sugar.
Let the mixture simmer for about 10-15 minutes, adjusting seasoning to taste.
Add green onions for color and flavor, if desired.
Brush a hot pan with oil and pour a thin layer of the batter into the pan.
Cover the pan and steam for a few minutes until the batter is set and translucent.
Flip the steamed rice roll onto a plate, ensuring the edges are oiled to prevent sticking.
Place a portion of the filling in the center of the rice sheet and roll it tightly.
Repeat the process for the remaining batter and filling, adjusting the heat as necessary.
Prepare a dipping sauce by mixing 1/2 cup of hot water with 1/2 cup of sugar until dissolved.
Add 1/4 cup of fish sauce, 1/4 cup of vinegar, and fresh lemon or lime juice to taste.
Taste the sauce and adjust sweetness and spiciness as desired.
Serve the steamed rolls with the dipping sauce and garnish with fresh lettuce and cilantro.
