In a 6 to 8 quart saucepan, add 1 pound of ground beef and 1 medium onion chopped.

Brown this over medium high heat and then drain off any excess liquid.

Add 8 cups of beef broth, 2 (14.5 oz) cans of diced tomatoes, 1 (29 oz) can of tomato sauce, 1/2 cup of uncooked long grain rice, 2 cups of chopped green pepper, 2 tablespoons of brown sugar, and 1 teaspoon of pepper.

Stir this together and then bring it to a boil.

Reduce the heat, cover it, and let it simmer for about 35 to 40 minutes.
