In a blender, add onions, garlic, ginger, Brazil nuts, pointed sweet peppers, and tomato paste; blend until smooth.
Set the blended mixture aside after blending.
Rinse ground beef with vinegar and cool water, then add it to a pot with a little oil.
Brown the ground beef, breaking it apart as it cooks.
Use a paper towel to absorb some excess oil from the browned beef.
Add the blended tomato mixture to the browned beef; rinse the blender with a little water and add that as well.
Add one finely chopped carrot to the pot.
Season the mixture with Jamaican red seasoning, salt, black pepper, and green seasoning; cover and simmer on low heat for 30-40 minutes.
Prepare the white sauce by melting butter in a pan, then whisk in two spoons of plain flour until combined.
Gradually add whole milk to the flour mixture while whisking to avoid lumps; cook until thickened, about 2-3 minutes.
Season the white sauce with salt, pepper, and freshly grated nutmeg.
Grate mature cheddar cheese and mozzarella cheese for layering.
In a baking dish, start layering with meat sauce, followed by lasagna sheets, more meat sauce, cheese, and white sauce; repeat until all ingredients are used, aiming for 4-5 layers.
Cover the baking dish and bake in the oven for 40 minutes.
Uncover the lasagna and bake for an additional 5-10 minutes to achieve a golden color on top.
Let the lasagna cool for about 5 minutes before slicing into pieces.
