Add butter and sugar to a mixing bowl and cream until well combined using a paddle attachment.
Once the mixture is light and fluffy, add in the egg and vanilla essence and beat to combine.
Combine cocoa, flour, baking powder, and salt (if using) in a separate bowl and stir through.
Add the dry mixture to the wet mixture, starting the mixer on low speed to avoid a cloud of dry ingredients.
Once combined, scrape down the bowl and tip the mixture onto the bench, kneading by hand to form a ball of dough.
Divide the dough into three pieces, wrap in plastic wrap, and chill in the fridge for at least 30 minutes (1 hour is better).
For the frosting, scoop salted butter into a mixing bowl and add vanilla essence, beating on high speed for 2-3 minutes until light and fluffy.
Gradually add powdered sugar in thirds, mixing on low speed initially to avoid a dust cloud, then beating on high for 2 minutes after each addition.
Adjust the consistency of the frosting with full cream milk as needed, aiming for a firmer texture than cake frosting.
Scoop frosting into a ziploc bag and set aside for piping into cookies later.
Roll out the chilled cookie dough on a floured surface until thin, sprinkling more flour as needed to prevent sticking.
Use a cookie cutter to cut out rounds and place them on a wax paper lined baking tray, re-rolling scraps as necessary.
Chill cut cookies in the fridge for 15 minutes before baking.
Preheat the oven to 175 degrees Celsius (350 degrees Fahrenheit) and bake cookies for 8-10 minutes until completely baked and cooled.
