Add mussels, cover pot, and cook until mussels open, about 5-7 minutes.
Remove any unopened mussels and discard them.
Stir in diced tomatoes and vegetable broth, then add fregula pasta.
Bring to a boil, then reduce heat and simmer until pasta is al dente, about 10-12 minutes.
Stir in chopped parsley, lemon juice, and season with salt and black pepper to taste.
Serve hot, garnished with fresh basil and lemon wedges.
