Mix warm water and yeast in a beaker; let sit until frothy.
In a bowl, combine 3 cups of flour, sugar, and salt; mix well.
Add warm milk and butter to the mixture; stir to combine.
Add 1 egg to the mixture and stir until combined.
Use a stand mixer to mix until a ragged dough forms; let it rest for 20-30 minutes.
Knead the dough in the stand mixer for about 10-12 minutes until it pulls away from the sides of the bowl.
Cover the dough and let it rise at room temperature for about 1 hour until doubled in size.
Turn the dough out onto a bench and cut it into 16 pieces.
Shape each piece into a ball and place them in a buttered glass baking dish.
Cover the rolls and let them rise again until puffy, about 30-45 minutes.
