Soak rice paper in warm water until pliable, about 5 seconds.
Lay soaked rice paper on a flat surface.
Place a small amount of minced meat in the center of the rice paper.
Add shredded carrots, onions, and herbs on top of the meat.
Fold the sides of the rice paper over the filling, then roll tightly from the bottom to the top.
Repeat until all ingredients are used.
Heat oil in a deep pan over medium heat until shimmering.
Carefully add the rolls to the hot oil in batches, avoiding overcrowding.
Fry until golden brown, about 3-4 minutes per side.
Remove and drain on paper towels.
