In a bowl, combine 3 cups of all-purpose flour, 1/3 cup of sugar, 5 teaspoons of baking powder, and 1 teaspoon of salt. Whisk together until blended.
Grate 2 sticks of cold butter using a cheese grater and mix it into the dry ingredients until crumbly.
In a separate bowl, whisk together 3/4 cup of heavy cream and 1 egg. Pour this mixture into the dry ingredients and gently fold until the dough begins to come together.
Turn the mixture out onto a clean countertop and gently press it together to form a dough. Do not panic if it looks crumbly; it will come together.
Shape the dough into a large disc and cut it into triangles using a sharp knife.
Transfer the scone pieces onto a baking sheet lined with parchment paper.
Bake the scones in a preheated oven at 350 degrees Fahrenheit for 22 to 26 minutes.
While the scones are baking, prepare the frosting by mixing 1 pound of powdered sugar, 1/4 cup of whole milk, and 1/2 stick of melted butter.
