In a large bowl, add flour, baking powder, baking soda, and salt, and whisk until combined with no lumps.
In another large bowl, whisk eggs and vanilla bean paste together.
Add milk to the egg mixture and whisk.
Melt butter and add it to the wet ingredients, then mix well.
Combine the wet ingredients with the dry ingredients and whisk to make a smooth batter.
Heat a saute pan on the stove and add a little vegetable oil to prevent sticking.
Pour batter into the center of the pan and swirl to spread it out evenly.
Cook until golden brown, then carefully flip the crepe and cook the other side.
Slide the cooked crepe onto a plate and repeat, allowing two crepes per person.
Let the crepes cool while whipping the cream.
Fold the cooled crepes in half and cut with a large round cutter, or leave them whole.
