Mix all-purpose flour and water in a bowl until a dough forms.
Knead the dough on a floured surface for about 5 minutes until smooth.
Cover the dough with a damp cloth and let it rest for 30 minutes.
Chop scallions finely and mix with salt and white pepper in a small bowl.
Divide the dough into equal portions and roll each into a thin circle.
Brush the surface of each circle with vegetable oil and sprinkle with the scallion mixture.
Roll the circle into a log, then coil it into a spiral shape.
Flatten the spiral gently with your palm and roll it out again into a flat disc.
Heat a skillet over medium heat and add a little oil.
Cook each flatbread for 2-3 minutes on each side until golden brown and crispy.
Remove from the skillet and brush with sesame oil before serving.
