Preheat the oven to 350°F (175°C).
Grease a baking pan or line it with parchment paper.
Melt the butter in a medium saucepan over low heat.
Remove from heat and stir in granulated sugar and brown sugar until combined.
Add eggs one at a time, mixing well after each addition.
Stir in vanilla extract until smooth.
Combine flour, cocoa powder, baking powder, and salt in a separate bowl.
Gradually add the dry ingredients to the wet mixture, stirring until just combined.
Fold in chocolate chips and walnuts if using.
Pour the batter into the prepared pan, spreading evenly.
Bake for 20-25 minutes until a toothpick inserted comes out with a few moist crumbs.
Let cool in the pan before cutting into squares.
Dust with powdered sugar before serving.
