Start by feeding the yeast: combine 1/2 cup warm whole milk (between 112 and 115 degrees Fahrenheit) with 1 tablespoon of sugar and sprinkle 1 packet of active dry yeast on top. Whisk quickly and let it stand until it forms a raft on top.
In a stand mixer, add 1 stick of softened unsalted butter, 1/4 cup granulated sugar, and 1 teaspoon sea salt. Attach the paddle attachment and mix on medium to medium-high speed for 5 to 7 minutes until light and fluffy.
Add 2 large eggs one at a time, mixing completely after each addition. Scrape the bowl to ensure everything is mixed well.
Switch to the dough hook and add 2 1/4 cups all-purpose flour in three batches, mixing on low speed. Start with 1/3 of the flour, then add half of the yeast milk mixture, then another 1/3 of the flour, and finally the remaining yeast milk mixture and flour. Knead on low speed for 5 to 7 minutes until combined.
Let the dough rest for 1.5 to 2 hours in a warm dark place until it doubles in size. Use a container with measurements to track the rise.
After the dough has risen, prepare the filling by creaming together 2 sticks of softened unsalted butter, 1/2 teaspoon sea salt, 1 cup granulated sugar, and 1/2 cup packed light brown sugar in the stand mixer for 5 to 7 minutes until light and fluffy.
Add 1 tablespoon of vanilla extract and mix in 2 large eggs one at a time, ensuring the first is fully incorporated before adding the second. Scrape the bowl again.
Add 1/4 cup whole milk and 1 cup all-purpose flour, mixing on low speed until just combined to form the gooey butter filling.
Prepare a 13x9 casserole dish by brushing the inside with 2 to 3 tablespoons of softened unsalted butter. Press the dough into the dish evenly using clean hands or a spatula.
Dollop the gooey butter filling on top of the dough and spread it evenly with an offset spatula.
Bake in a preheated oven at 350 degrees Fahrenheit for 35 to 40 minutes until browned around the edges and slightly wobbly in the center.
