In a bowl, combine and whisk together the condensed milk and milk until well mixed.

Pour the mixture into a plastic bag. You can freeze it in two ways: Remove the air from the bag, lay it flat on a dish, and freeze it to create a thin layer of ice. Stand the bag upright or place it in a bowl so it freezes into a block. Freeze until solid.

Soak the mangoes in water for 1 to 2 hours. After soaking, peel and dice the mangoes. Reserve some mango cubes for garnishing later. Use the remaining mangoes to make a puree: place the mango pieces in a blender, add sugar if needed, and blend until smooth.

Once the milk ice is solid, you can create shaved ice: For a soft-serve consistency, blend the thin layer of milk ice. For a more traditional shaved ice texture, grate the milk ice block.

Place the shaved milk ice in a serving bowl. Top it with some vanilla ice cream. Pour the mango puree over the shaved ice. Top with the reserved mango cubes.
