2 cups cooked spaghetti
1/2 cup grated Parmesan cheese
1/2 cup milk
1/2 cup diced bell peppers
1/2 cup diced onions
1/2 tsp salt
1/4 tsp black pepper
2 tbsp olive oil
1/4 cup chopped fresh parsley
