Combine 1 cup of whole milk and 1 tablespoon of granulated sugar in a microwave-safe bowl.
Microwave the mixture until it reaches 110 degrees Fahrenheit.
Add 1 packet of active dry yeast to the milk mixture and stir.
Set the bowl aside and allow the yeast to bloom for at least 10 minutes.
Cream 2 tablespoons of softened butter in a mixing bowl.
Add 2 tablespoons of sugar to the creamed butter and mix for at least a minute.
Add 1 egg at room temperature to the butter and sugar mixture and mix until combined.
Once the yeast has bloomed (bubbles on top), add it to the egg mixture.
Measure 13 ounces of Bob's Red Mill 1-to-1 gluten-free flour and add it to the mixture.
Add 1 teaspoon of salt and 1 teaspoon of apple cider vinegar to the mixture.
Mix all ingredients together on medium-low speed until fully incorporated.
Scoop the dough into baking pans using a 1-ounce scoop for smaller rolls and a 2-ounce scoop for larger rolls.
Loosely cover both pans with plastic wrap and let them rise in a warm area until they increase in size by about one and a half times.
Preheat the oven to 400 degrees Fahrenheit.
Bake the 1-ounce rolls for 12 minutes and the 2-ounce rolls for 15 minutes.
Check that the internal temperature of the rolls is at least 200 degrees Fahrenheit before removing them from the oven.
