In a stand mixer, combine warm water, yeast, and sugar.
Add 3 eggs and 7 cups of all-purpose flour, along with melted Kerrygold butter.
Mix until a smooth dough forms, about 5 to 10 minutes.
Measure the dough to 61 ounces, then break off 2.5-ounce pieces and roll them into balls.
Place the dough balls on a baking sheet, arranging 8 in the center and 16 around the outside, ensuring they are not touching.
Cover the rolls with a clean kitchen towel and let them rise for 25-30 minutes.
Once proofed, brush the rolls with an egg wash and sprinkle with flaky sea salt.
Preheat the oven to 375°F and bake the rolls for 20-25 minutes until golden brown and puffed up.
While the rolls bake, prepare the cheese sauce by melting Kerrygold butter in a pot until it starts to bubble.
Add all-purpose flour to the melted butter to create a roux, cooking for a couple of minutes until it smells nutty.
Gradually whisk in milk to form a smooth paste, then add the remaining milk.
Season with salt, freshly ground black pepper, and cayenne pepper to taste, stirring frequently to prevent sticking.
Add shredded Dubliner cheese and aged cheddar cheese to the sauce, stirring until melted and smooth.
Add ground mustard to the cheese sauce and keep it warm on low heat.
Once the rolls are baked, assemble the wreath by placing the rolls together and pouring the cheese sauce in the center.
Garnish the wreath with cranberries and tuck in sprigs of rosemary for decoration.
