Wash and soak green peas for 4 hours.
Add soaked peas to a pot with the soaking water and some fresh water.
Add 2 cloves of garlic to the pot, cut slightly to help soften the peas while boiling.
Bring the pot to a boil and let the peas cook down.
Prepare the dumplings (spinners) by mixing flour, water, and salt in your hands until a dough forms.
Let the dumpling dough sit while the peas are cooking.
Check the peas for tenderness and add more water if necessary.
Prepare the vegetables: wash and chop onion, scallion, carrot, and thyme.
Add the scotch bonnet pepper whole to the pot for flavor.
Add coconut milk to the pot, mixing it with some water to ensure all the coconut is used.
Add the carrot to the pot and let it cook down.
Add pimento seeds to the pot and let it cook down further.
Add the dumplings to the pot with the peas.
Add the remaining vegetables (scallion, thyme, and scotch bonnet pepper) to the pot.
Season the pot with garlic powder, all-purpose seasoned salt, and black pepper, stirring to combine.
Check the seasoning and adjust if necessary.
Prepare rice by washing it and adding butter, oil, and salt before cooking.
Steam the rice until cooked through.
Check the stew peas for readiness, ensuring they are tender and flavorful.
