Add garlic powder to the roux and mix well.
Gradually add milk to the roux, stirring continuously to create a smooth cheese sauce.
Layer the lasagna by starting with a layer of the tomato sauce, followed by lasagna noodles, then a layer of the cheese sauce, and ham.
Repeat the layering process until all ingredients are used, finishing with a layer of noodles and sauce on top.
Bake the assembled lasagna in the oven until heated through and bubbly.
