Chop celery and its leaves, cut carrots lengthwise then dice into mini rectangles, and small dice onions.
Whisk together one teaspoon onion powder, half teaspoon garlic powder, dried basil, thyme, rosemary, allspice, a pinch of sage, and black pepper in a small bowl.
Wash and add fresh thyme to the spice blend.
In a medium-sized bowl, combine two cups all-purpose flour, two teaspoons baking powder, half teaspoon baking soda, salt, black pepper, and a pinch of nutmeg.
Make a well in the dry ingredients and add three-fourths cup dairy-free milk and four tablespoons vegan butter (or extra virgin olive oil).
Stir gently to combine until you have a shaggy dough, similar to biscuit batter, being careful not to overmix.
Set the dumpling mixture aside.
In a five-quart Dutch oven, heat two tablespoons olive oil over medium heat.
Add diced carrots, celery, onions, and fresh thyme to the pot and cook until onions are translucent, about three to five minutes.
Stir in the garlic and the spice blend, cooking for about two minutes to bring out the flavors.
Whisk in three tablespoons all-purpose flour to thicken the soup.
Gradually add four cups vegetable broth and one cup canned coconut milk, stirring well to combine.
Add one cup frozen green peas and a can of chickpeas to the soup.
Bring the soup to a gentle simmer and let it cook for about 10 minutes.
Using a cookie scoop or spoon, drop dollops of dumpling batter into the simmering soup, aiming for about eight evenly sized dumplings.
Spoon a little broth over the top of each dumpling for even cooking.
Cover the pot and let the dumplings simmer for about 10 minutes until they puff up and soak in flavor.
Uncover the pot to reveal the dumplings floating in the creamy soup.
