Obtain a fresh mackerel that has been cleaned and gutted by a fishmonger.
Stuff the mackerel with sliced fennel, fennel tops, lemon, and a bay leaf for flavor.
Season the mackerel inside and out with Maldon sea salt and black pepper.
Drizzle extra virgin olive oil over the fish to prevent sticking.
Add a splash of white wine inside the mackerel for flavor.
Wrap the mackerel in greaseproof paper, sealing it up and tying the ends with string.
Place the wrapped mackerel in the oven on a high shelf for about 20 minutes.
While the fish is cooking, prepare the romesco sauce by blending roasted red peppers with toasted flaked almonds and garlic.
Blend the roasted red peppers until smooth, adding in tomato puree for sweetness.
Add sourdough breadcrumbs to the mixture, followed by olive oil, and blend until combined.
If using home-roasted peppers, consider adding a dash of cherry vinegar or red wine vinegar.
Set the romesco sauce aside in a serving bowl once blended.
Prepare lemon couscous by mixing couscous with lemon zest, lemon juice, and salt, then adding finely chopped parsley.
Pour boiling water over the couscous to cover it, allowing it to swell and absorb the water.
Once the fish is cooked, fork through the couscous to separate the grains and plate it.
Place the cooked mackerel on the plate, drizzling any juices from the pan over it.
Pour the romesco sauce over the mackerel.
Add roasted cauliflower that has been cooked with chili, smoked paprika, salt, and olive oil for about 12 minutes.
Garnish the dish with fresh basil for added flavor.
