Preheat the oven to 350°F (175°C).
Heat a skillet over medium-high heat to brown the sausage.
Dice half of a red bell pepper and set aside.
Dice 1/2 cup of onion.
If desired, use pre-diced hash browns with peppers and onions for convenience.
In a 9x13 baking dish, spray with non-stick spray.
Add 20 oz of hash browns to the baking dish.
Add the cooked sausage to the hash browns.
Add the diced onion and both bell peppers to the mixture.
Add 1 and 1/2 cups of shredded cheese and mix all ingredients together in the baking dish.
In a large bowl, whisk together 8 eggs, 1 and 1/3 cups of evaporated milk, salt, black pepper, and Italian herbs.
Pour the egg mixture over the hash brown mixture in the baking dish.
If preparing ahead, cover and refrigerate at this point for up to 2 days.
Top with remaining cheese before baking.
Bake uncovered for 55 to 65 minutes, checking at 1 hour for doneness.
