Combine all-purpose flour, whole wheat flour, salt, baking soda, milk powder, malt powder, and wheat germ in a bowl and whisk together.
Mix buttermilk and molasses in a separate bowl.
Cut cold butter into small pieces and rub it into the flour mixture until no large lumps remain.
Prepare a baking pan with non-stick spray.
Mix the wet ingredients into the dry ingredients until a slightly wet dough forms, adding more buttermilk if necessary.
Scoop the dough into the prepared pan and pack it down evenly, using water on hands to prevent sticking.
Create a relief line down the center of the dough and sprinkle additional wheat germ on top.
Bake in the oven at 350°F for about 1 hour and 15 minutes until the bread reaches an internal temperature of 200°F.
Remove from the pan and let cool on a wire rack before slicing.
