Preheat the oven to 350°F (175°C).
In a bowl, combine flour, sugar, and salt for the tart crust.
Cut in butter until the mixture resembles coarse crumbs.
Press the mixture into a tart pan and bake until golden, about 15-20 minutes.
Zest the blood oranges and set aside.
Juice the blood oranges to yield about 1 cup of juice.
In a saucepan, combine blood orange juice, sugar, and cornstarch over medium heat.
Stir until the mixture thickens and bubbles, about 5-7 minutes.
Remove from heat and stir in the gelatin until dissolved.
In a separate bowl, whisk eggs and then gradually add the orange mixture.
Pour the filling into the baked tart shell and bake for an additional 15 minutes.
Let the tart cool to room temperature before refrigerating for at least 2 hours.
Whip the heavy cream with powdered sugar and vanilla extract until soft peaks form.
Spread or pipe the whipped cream over the chilled tart.
Garnish with blood orange zest before serving.
