Heat canola oil in a saucepan over medium heat until shimmering.
Add minced garlic, onions, and red bell peppers, sauté until translucent, about 3-4 minutes.
Add chopped chilies and dried ginger, cook for another 5 minutes.
Stir in sugar, salt, and paprika, then add vinegar and water.
Simmer for 10 minutes, stirring occasionally.
Remove from heat and let cool slightly.
Blend the mixture until smooth, adding more water as needed for desired consistency.
Transfer to a clean jar and refrigerate.
