Heat water in a pan and add 1 tablespoon refined oil and 0.5 teaspoon salt.
Add 2 cups pasta and boil it.
Add 4-5 whole Kashmiri red chilies to the boiling pasta.
In another pan, melt 2 tablespoons butter.
Add 0.5 chopped onion, 0.5 red bell pepper, 0.5 green bell pepper, and 0.25 cup sweet corn to the butter and sauté until golden brown, ensuring the vegetables are crispy, not soft.
Add 1 tablespoon oregano and 0.5 teaspoon chili flakes, and salt to taste, and sauté for a little longer.
Remove the Kashmiri red chilies from the boiling pasta once cooked.
Rinse the pasta with cold water and add oil to it.
In a mixer jar, add the cooked Kashmiri red chilies, 5 garlic cloves, 0.5 teaspoon red chili powder, salt to taste, and 0.5 teaspoon coriander powder, and grind to a paste.
In a pan, heat 2 tablespoons butter and add the ground chili paste, sautéing for 3-4 minutes.
Add 1/4 cup tomato sauce to the pan and sauté for 1-2 minutes.
Add 1 tablespoon flour and sauté for 2-3 minutes until well mixed.
Gradually add 1 glass of milk to the mixture to avoid lumps and create a creamy texture.
Add the boiled pasta to the sauce.
If the sauce is too thick, add more milk or water as needed.
Sprinkle some oregano over the pasta and add the sautéed vegetables, mixing well.
Cover and cook on low heat for 5 minutes to allow the flavors to meld.
Top with 3 slices of cheese and cover until melted.
