Rinse 10 oz of sticky rice four times to remove the starch.
Soak the rinsed sticky rice for at least 6 hours or ideally overnight.
Drain the soaked rice and wrap it in a thin cloth to prevent grains from falling through.
Use a bamboo basket or a dim sum steamer basket to steam the rice, ensuring the water level doesn't touch the rice.
Steam the rice over high heat for 30 minutes, stirring the rice after 15 minutes to ensure even cooking and checking the water level, adding boiling water if needed.
In a saucepan, combine 1.5 cups of coconut milk, 3 oz of sugar, and 0.5 teaspoon of salt, heating over medium heat while stirring constantly for about 8 minutes until it shows the first signs of boiling.
Once boiling, remove the coconut milk mixture from heat.
Transfer the cooked rice to a large container and pour the hot coconut milk mixture over it, ensuring the coconut milk is hot for proper absorption.
Cover the rice and let it sit for 30 minutes to absorb the coconut milk.
In a separate saucepan, combine 1.5 cups of coconut milk, 0.5 teaspoon of salt, 1 tablespoon of sugar, and 0.5 tablespoon of rice flour to make a coconut cream topping.
Heat the coconut cream mixture over medium-low heat for 12 minutes, stirring continuously to prevent the flour from solidifying until it thickens and turns creamy, then remove from heat.
Prepare fresh and dried fruits by cutting them into small pieces, using slightly tangy fruits to balance the sweetness.
After 30 minutes, the rice should have absorbed all the coconut milk and have a slight elasticity.
Serve a portion of the sticky rice on a small plate, drizzle with the coconut cream, and top with fresh and dried fruits, finishing with a sprinkle of roasted sesame seeds.
