Make the pie dough by combining all-purpose flour, Crisco, and granulated sugar.
Cut the Crisco into the flour using a pastry blender until pea-sized lumps form.
Add whole buttermilk and stir until the dough is shaggy and mostly incorporated.
Wrap the dough in plastic wrap and chill for 12 to 24 hours.
In a pot, add dried apple rings and about 4 cups of water, then bring to a boil.
Reduce heat to a simmer and cook for 1 hour until apples are soft.
Turn off heat and cover the pot, letting the apples sit for another hour.
Mash the softened apples and remove any excess liquid if necessary.
Add granulated sugar, light brown sugar, cinnamon, salt, and lemon juice to the mashed apples and mix well.
Chill the apple filling for 12 to 24 hours, preferably overnight.
Divide the chilled dough into 18 portions and roll each into a ball, then flatten to about 5 inches in diameter.
Spoon a small amount of apple filling onto one half of the dough circle.
Moisten the edges with water, fold over, and crimp with a fork to seal.
Heat vegetable oil to 350 degrees Fahrenheit in a deep skillet.
Fry the pies in the hot oil for about 3 to 4 minutes until golden brown on all sides.
Remove the pies and drain on paper towels, then dust with cinnamon sugar.
