Set the Instant Pot to manual mode for 8 minutes.

Add ground beef, oregano, basil, thyme, salt, pepper, onion powder, garlic powder, and chopped onion; stir to combine.

Add tomato paste, spaghetti sauce, and water; mix well.

Add spaghetti noodles on top of the mixture.

Seal the Instant Pot lid and cook on high pressure for 8 minutes.

Once cooking is complete, perform a quick release of pressure.

Open the lid and stir in cream cheese and parmesan until melted and combined.
