Drain and rinse the water chestnuts, then pat dry with paper towels.

Cut each bacon strip in half.

Wrap each water chestnut with a half strip of bacon and secure with a toothpick.

Place the wrapped water chestnuts on a baking sheet lined with parchment paper.

In a small bowl, mix brown sugar, soy sauce, garlic powder, and black pepper.

Brush the mixture over the bacon-wrapped water chestnuts.

Bake in the preheated oven for 25-30 minutes, or until bacon is crispy and caramelized.

Remove from the oven and let cool slightly before serving.
