Boil water in a pot on medium high heat and add salt to taste.
Add macaroni to boiling water and stir to prevent sticking. Cook until al dente, about 7 minutes, then drain.
Chop bell peppers, onions, and garlic for the vegetable mixture.
Heat oil in a pot and add bell peppers, sauté for about 2 minutes.
Add onions to the pot and sauté for another 2 minutes.
Add garlic to the mixture and reduce heat to medium low to avoid burning.
Once vegetables are soft, add heavy cream (or milk) and stir until combined.
Add Velveeta cheese to the mixture and stir until melted over medium heat.
Add cooked macaroni to the cheese mixture along with butter and stir until melted.
Add half of the Kobe Jack, Monterey Jack, and sharp cheddar cheese to the mixture and combine thoroughly.
Add onion powder, garlic powder, and adobo seasoning to the mixture and adjust seasoning to taste.
Transfer half of the macaroni and cheese mixture to a baking dish.
Add additional cheese (four cheese blend and six cheese Italian blend) for creaminess, then layer the remaining macaroni mixture on top.
Top with remaining cheese.
Bake in the oven at 400°F for 15-20 minutes until cheese is melted.
Turn on the broiler until the macaroni pie is golden brown.
Remove from oven and let cool for about 10 minutes before serving.
