Preheat the oven to 325°F.
Shred cheese into three piles: 3 cups for the sauce, 1 1/2 cups for the inner layer, and 1 1/2 cups for topping.
In a 12-inch cast iron skillet, melt 1/2 cup of unsalted butter over medium heat.
Sprinkle in 1/2 cup of all-purpose flour and whisk to combine, cooking for about 1 minute until it looks like wet sand.
Slowly pour in 2 cups of milk while whisking consistently until smooth.
Add the remaining milk while continuing to whisk and heat until the mixture thickens.
Stir in 1/2 cup of cheese for the inner layer and another 1/2 cup for the topping, along with 1/2 teaspoon of black pepper and 1/4 teaspoon of paprika.
Pour half of the pasta mixture into a pre-baked dish, topped with cheese, and then add the remaining pasta mixture on top.
Sprinkle additional pepper and basil on top before baking.
Bake in the oven for 20 to 25 minutes until golden and crispy.
