Mix cake flour, baking powder, and salt in a bowl and set aside.
Beat egg whites until frothy, then slowly add white sugar while whisking at high speed for 3 to 4 minutes until thick.
Add egg yolks one at a time while the mixer is running, mixing at high speed for 2 to 3 minutes.
Add half of the flour mixture, then add milk and vanilla extract, followed by the remaining flour mixture, mixing until well combined.
Prepare a 9-inch round baking pan with baking spray or butter and flour, then pour in the batter and tap to remove air bubbles.
Bake at 350°F for 30 to 35 minutes, then cool on a cooling rack.
Prepare whipped cream by mixing whipping cream with dulce de leche, then whisk until foamy in a chilled container.
Add powdered sugar and vanilla extract to the whipped cream and mix at high speed until soft peaks form, about 3 to 5 minutes, then refrigerate until ready to use.
Mix heavy cream, evaporated milk, and sweetened condensed milk in a small container until well combined.
Once the cake has cooled, cut it in half using a cake leveler or knife.
Poke holes in one half of the cake with a fork to help it absorb the milk mixture, then pour half of the three milks over it.
Spread whipped cream on top and add sliced strawberries (or fruit of choice).
Add more whipped cream on top of the strawberries, then place the second half of the cake on top.
Poke holes in the second half of the cake, pour the remaining three milks mixture over it, and cover with more whipped cream.
Decorate the top and sides of the cake with whipped cream, using a pastry bag with a star tip for decoration.
Clean the bottom of the cake with a spatula and a wet paper towel, then decorate the bottom with whipped cream.
Top with halved strawberries or fruit of choice, then refrigerate for at least 1 hour before serving.
