Start by making dulce de leche with 1 can of sweetened condensed milk submerged in a pot of water, simmer for 2-3 hours.
Cut 14 oz of guava paste into cubes, add 3 tablespoons of water, and heat in the microwave for 3 minutes to make guava jam.
In a bowl, mix 2 cups of flour, 1 cup of cornstarch, 1 cup of powdered sugar, and 1/2 to 1 teaspoon of salt.
In another bowl, cream together 2 sticks of butter and 1 teaspoon of vanilla.
Gradually add the dry ingredients to the butter mixture, mixing until combined.
Wrap the dough in plastic wrap and chill in the refrigerator for 1 hour.
Roll out the dough on a floured surface to about 1/4 inch thick.
Use a cookie cutter to cut out circles, then use a smaller cutter to cut out the center of half the circles.
Place the cookies on a greased baking tray and bake at 350°F for 12-15 minutes until lightly golden.
Dust the tops of the cookies with powdered sugar before filling them with dulce de leche and guava jam.
