Preheat the oven to 350 degrees.
Dice half of a large onion.
In a large skillet, cook 1 pound of ground beef with the diced onion.
Once the beef is nearly cooked through, add in 3 cloves of minced garlic.
Dice 2 green bell peppers while the beef and onion are cooking.
In a mixing bowl, combine the diced bell peppers, 1 cup of tomato sauce, 1 can of diced tomatoes, 1 tablespoon of Worcestershire sauce, 1/2 cup of uncooked long grain rice, and 1/2 cup of beef broth.
Add the cooked ground beef, onion, and garlic mixture to the bowl. If the beef is greasy, drain the excess grease before adding.
Season the mixture with about 1/2 teaspoon of salt and 1/2 teaspoon of pepper, then stir everything together.
Transfer the mixture to a greased 9x13 baking dish, spreading it evenly.
Add 1 cup of frozen whole kernel corn to the mixture in the baking dish and stir it in.
Sprinkle 8 ounces of shredded mozzarella cheese on top of the mixture, reserving some cheese to add later.
Cover the baking dish tightly with aluminum foil to retain moisture during baking.
Bake in the preheated oven for 1 hour covered with foil.
After 1 hour, remove the foil and bake for an additional 8 to 10 minutes until the cheese is golden and bubbly.
