Place the eggs in a pot and fill with water so that the eggs are covered. Bring to a boil over medium-high heat and cook 15 minutes. Remove from heat and drain. Fill the pot with cold water and let eggs stand 10 minutes. Drain again.

Meanwhile, place the peeled and chopped potatoes into a pot and fill with enough water to cover the potatoes. Bring to a boil over medium-high heat and cook until potatoes have softened. Drain potatoes and transfer to a large bowl.

Peel eggs to remove shell. Slice eggs in half and scoop out the yolks. Place yolks in a small bowl. To the yolks, add the mayonnaise, mustards, salt and pepper. Mix with a fork, mashing the yolks so that only small lumps remain; set aside. Separately, roughly chop the remaining egg whites.

Add the chopped egg whites to the potatoes, followed by the green onion, red onion, dill, and celery. Add as much paprika as desired and stir to combine. Serve chilled or at room temperature.
