Prepare dough by mixing flour, water, and salt until smooth; let rest for 30 minutes.
Chop onions and garlic finely; sauté in oil until translucent, about 5 minutes.
Add ground meat to the pan; cook until browned, about 7-10 minutes.
Stir in grated carrots and diced potatoes; season with cumin and black pepper; cook for another 5 minutes.
Remove from heat and mix in fresh herbs; let filling cool slightly.
Divide dough into small balls and roll each into a thin circle.
Place a spoonful of filling in the center of each circle; fold over and pinch edges to seal.
Preheat oven to 375°F (190°C) or heat oil in a deep pan for frying.
For baked somsas, place on a baking sheet; brush with egg wash and sprinkle sesame seeds on top.
Bake for 20-25 minutes until golden brown, or fry until crispy and cooked through, about 5-7 minutes per side.
Serve warm, garnished with additional herbs if desired.
