Soak corn husks in warm water for 30 minutes until pliable.
Mix masa harina, water, vegetable oil, and salt in a bowl until smooth.
In a separate pan, sauté onion, garlic, and bell pepper until soft.
Add cooked chicken, cumin, black pepper, and cilantro to the vegetable mixture; stir to combine.
Take a soaked corn husk and spread a layer of masa mixture on it.
Place a spoonful of the chicken mixture on top of the masa.
Fold the sides of the husk over the filling and roll tightly to secure.
Repeat with remaining husks and filling.
Place tamalitas in a steamer basket and steam for 45-60 minutes until firm.
Remove from heat and let cool slightly before serving.
Serve with lime juice and additional toppings as desired.
