Add 1 ounce package of active dry yeast to warm water (about 110°F) and whisk together.
Let the yeast mixture sit for 5 minutes to activate.
Heat milk in the microwave to about 110°F.
Add 4 tablespoons of room temperature butter to the warm milk and mix until combined.
Add salt and sugar to the milk mixture and mix well.
Add 1 room temperature egg to the mixture and stir until combined.
Switch to a wooden spoon and start adding all-purpose flour until a ball forms.
Knead the dough on a floured surface for about 5 minutes until elastic and smooth.
Place the dough in a bowl greased with butter, cover with a cloth, and let it rise at room temperature for about 1.5 hours until doubled in size.
Punch down the risen dough and divide it into four pieces.
Roll each piece into a rectangle about 12 by 6 inches.
Cut the rectangle into nine smaller rectangles using a pizza cutter.
Brush the top half of each strip with melted butter and fold over, leaving a small lip exposed.
Arrange the folded strips in a buttered baking pan, overlapping them slightly.
Brush the arranged rolls with the remaining melted butter and let them sit for 30 minutes before baking.
Preheat the oven and bake the rolls until golden brown, about 25 minutes.
Brush the baked rolls with more melted butter and sprinkle with flaky sea salt before serving.
