Finely or coarsely grate whole raw potatoes.
Squeeze the grated potatoes to remove excess starch and moisture.
In a bowl, combine the grated potatoes with cold unseasoned mashed potato, plain white flour, and salt; mix with a spoon or spatula, then knead with hands to form a dough.
On a floured surface, roll out the dough and divide it into three to four equally sized pieces.
Roll each piece into equal length strands and chop into 1 to 2 cm length pieces.
Transfer the chopped pieces to a tray or board in preparation for cooking.
Bring a pot of salted water to a gentle boil.
Cook the dumplings in batches to prevent overcrowding; once they rise to the surface, boil for an additional 12 minutes.
Remove the cooked dumplings and place them onto a greased tray; repeat with remaining dumplings.
Melt butter in a pan over medium heat and add sliced leeks with a pinch of salt; cook under a lid until the leeks are wilted, then transfer to a bowl.
In the same pan, render diced smoked bacon over medium-low heat until visibly brown and crisp; extract the bacon and leave the fat in the pan.
Add a knob of butter to the fat in the pan, then combine with flour and cook for 2 to 3 minutes over medium heat.
Gradually incorporate full fat milk while stirring or whisking constantly to prevent lumps.
Once the sauce begins to steam, add crushed garlic, white pepper, nutmeg, salt, and pepper to season the sauce.
In a bowl, combine the cooked bacon, wilted leeks, and the sauce.
Preheat the oven while recoiling the dumplings and coating them thoroughly with the sauce mixture.
Transfer the coated dumplings to a baking dish or pan and top with a generous covering of grated cheese.
Bake in the oven until light brown and aromatic, approximately 10 minutes.
Let cool slightly before portioning and optionally sprinkle with fresh chives before serving.
