Remove the core from the cabbage and boil the whole head in salted water until leaves are tender, about 10-15 minutes.
Carefully peel off the leaves and set aside to cool.
Mix ground meat, cooked rice, finely chopped onion, minced garlic, grated carrot, salt, and black pepper in a bowl.
Place a spoonful of the meat mixture on each cabbage leaf and roll tightly, tucking in the sides.
Preheat the oven to 180°C (350°F).
Layer some cabbage leaves on the bottom of a baking dish to prevent sticking.
Arrange the cabbage rolls seam-side down in the dish and pour tomato sauce over them.
Add bay leaves and enough water to cover the rolls halfway.
Cover the dish with foil and bake for 1 hour.
Remove the foil and bake for an additional 15-20 minutes until the top is slightly browned.
Serve hot, garnished with sour cream and parsley.
