Boil 2 russet potatoes cut into small pieces for 15 minutes until soft.
Grate enough russet potatoes to yield 1.5 cups and soak in cold water to prevent browning.
Rinse grated potatoes under cold water to remove excess starch and squeeze out moisture with a paper towel.
Mash the boiled potatoes in a bowl until smooth.
In a large mixing bowl, combine mashed potatoes, grated potatoes, 2 cups of flour, 1 teaspoon of baking powder, and 1/4 teaspoon of kosher salt.
Add 1 cup of buttermilk to the mixture and stir until a thick pancake batter forms, adjusting with more buttermilk if necessary.
Heat a frying pan over medium-high heat and add 1 tablespoon of olive oil and 1 tablespoon of butter.
Use an ice cream scoop to portion the batter into the pan, cooking for 3-4 minutes on each side until golden brown.
Remove from the pan and place on a paper towel to drain excess oil.
Serve hot topped with a generous dollop of sour cream and garnish with chopped chives.
