In a pan, heat olive oil over medium heat and sauté garlic, onion, and bell pepper until fragrant.
Add the cooked beans to the sautéed mixture along with bay leaves, thyme, salt, and pepper.
Stir in the rice and enough water to cover the mixture by about an inch.
Bring to a boil, then reduce heat to low, cover, and cook until rice is tender, about 20-25 minutes.
Remove from heat and let it sit covered for 10 minutes to allow flavors to meld.
Fluff the rice and beans with a fork before serving.
Garnish with chopped cilantro, lime juice, and slices of avocado.
