Mix flour, salt, and sugar in a large bowl.
Dissolve yeast in warm water and let sit until frothy, about 5 minutes.
Add yeast mixture, milk, and melted butter to the flour mixture; mix until combined.
Knead the dough on a floured surface for about 10 minutes until smooth.
Cover the dough with a damp cloth and let rise in a warm place until doubled, about 1-2 hours.
Divide the dough into equal portions; roll each into a thin circle.
Brush melted butter on the surface of each circle and fold into quarters.
Stack the folded circles and let rest for 30 minutes.
Heat a skillet over medium heat; cook each feteer until golden brown, about 3-4 minutes per side.
For baked feteer, preheat oven to 375°F (190°C) and bake for 15-20 minutes until crispy.
Serve warm with honey, powdered sugar, or your choice of filling.
