In a large pot, combine the cauliflower, green beans, carrots, bell peppers, and onions.
In a separate bowl, mix the vinegar, sugar, mustard seeds, turmeric, and salt until well combined.
Pour the vinegar mixture over the vegetables in the pot and bring to a boil over medium heat.
Once boiling, reduce the heat and let it simmer for about 10 minutes, stirring occasionally.
In a small bowl, mix the flour with water to create a smooth paste.
Add the flour paste to the pot and stir well to combine, cooking for an additional 5 minutes until the mixture thickens.
Remove from heat and let it cool slightly before transferring to sterilized jars.
Seal the jars and let them sit at room temperature for 24 hours before refrigerating.
Allow the piccalilli to marinate in the refrigerator for at least 1 week before consuming for the best flavor.
