Add garlic, ground meat, cumin, coriander, and black pepper; cook until meat is browned, about 8-10 minutes.
Stir in diced potatoes and carrots; cook for another 5 minutes until tender.
Remove from heat and mix in chopped cilantro; let filling cool slightly.
Divide the dough into small balls and roll each into a circle.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling to create a triangle and seal the edges.
Brush the tops with yogurt and sprinkle with sesame seeds.
Preheat the tandoor or oven to high heat.
Bake or grill the samsa until golden brown, about 15-20 minutes.
