Saute onions in 1/4 cup oil for about 8-10 minutes until translucent.
Take the arm roast out of the package and place it on top of the sautéed onions.
Braise the roast on each side for about 5-6 minutes.
Add 2 cups of water to the pot and let it come to a boil, cooking down for about 10 minutes.
While the meat is cooking, peel and cut the potatoes and carrots.
Once the roast has cooked down, add the potatoes and carrots to the pot.
Add enough water to come up to the top of the roast, ensuring it will steam the potatoes.
Season with salt and pepper to taste, adding a generous amount of pepper.
Add 5 bay leaves into the liquid, ensuring they are submerged.
Bake the roast in the oven at 350°F for about 3 hours until ready.
