Wash the beef.
Season the beef with salt and black pepper.
Seal the beef by rotating it over heat to lock in the juices.
Add a spot of water to the pan to create a steaming effect and keep the beef moist.
Chop the vegetables into chunky pieces: carrots, parsnips, onions, sweet potatoes, and celery.
Part boil the potatoes to soften the outside without cooking them through.
Drain the potatoes and place them in hot oil to make them crunchy.
Mix the chopped vegetables in the pan and drizzle with olive oil.
Roast the beef and vegetables in the oven, cooking the beef for 15 minutes per pound, plus additional time based on desired doneness (15 minutes for rare, 25 for medium, 30 for well done).
